Project Description: Westech provided professional engineering services for one of the largest expansion projects in Salem Hospital’s history. The project included a 238,000 square foot (6-level) Outpatient Services Building, 550 stall (5-level) Parking Structure, 2-story mechanical building, construction of a left turn median in Winter Street, and renovation of the existing parking lot to maximize parking capacity and provide for safe pedestrian and traffic movements. Shelton Ditch and Pringle Creek, which flood on a regular basis, border the project. The mechanical building was constructed above the 500-year flood elevation to guarantee utility service to the existing hospital and new buildings during a major flood event. Public water, storm drain and street improvements were designed to serve the new facilities. The Outpatient Services building below grade-parking structure was constructed with a finish floor elevation below the 10-year flood elevation of Shelton Ditch. A duplex pump station was designed to protect the building and parking level from a 25-year storm event. Special considerations were required for the covered parking area due to the fact that the area drains were required to be routed to the sanitary sewer system that was subject to surcharging due to downstream capacity problems in the public system. Extensive meetings with the City, Hospital, Contractor and Westech Engineering were required to design a unique system to protect the new facility from flooding.
